The UN forces were placed in Rwanda to monitor the implementation of the Arusha Accords that would establish a transitional power-sharing government of Hutu and Tutsi. However, the shooting down of the President's airplane on April 6, 1994 prompted the Presidential Guard to run amok followed by armed Hutu paramilitary and youth gangs. For a good history of this tragedy I recommend reading 'Conspiracy to Murder: the Rwandan genocide' by Linda Melvern (London: Verso, 2004). As this superb docu-drama illustrates the French, the Americans and the Security Council of the UN were either complicit or negligent in this tragedy. Melvern presents important Canadian connections in the genocide too. Superb, gut-wrenching acting!
